This news caused a stir in Eastern Europe: BILD revealed last weekthat the son of a high-ranking officer of the Russian secret service SWR heads an important department in the Council of Europe in Strasbourg. Igor Nebyvaev (39) is responsible for combating money laundering!

This gives him insight into the anti-money laundering measures of the 46 member countries of the Council of Europe. He also took part in an assessment of the German measures in June 2022.

After the BILD research on Nebyvaev, several parliamentarians called for consequences from the Council of Europe. Estonian Foreign Minister Urmas Reinsalu immediately wrote a letter to the head of the Council of Europe.

“I was surprised to learn from the article that a Russian citizen still holds a position that is supposed to stand for transparency and openness,” Reinsalu said in an interview with BILD.

“It is precisely these values that are not followed in his country. It is completely absurd and unacceptable that Russian citizens continue to work in the Council of Europe. A solution should be found as soon as possible.”

On March 15, 2022, Russia left the Council of Europe, thus forestalling its expulsion. But of the 120 Russians working for the Council of Europe, around 90 have kept their jobs to this day. Because those representatives of Russia who have a second nationality can continue to work in the administrative apparatus of the Council of Europe. It is also financed by Germany.

Igor Nebyvaev’s father, Vladimir Nebyvaev (68), is a senior Russian intelligence officer! According to BILD research, he works in a military barracks in Moscow – as a general of the notorious Russian foreign intelligence service “SWR”.

His secret service is said to have been responsible, among other things, for the poisoning of Russian defector Sergei Skripal and his daughter in Great Britain in 2018. After the assassination, Ukraine expelled several Russian spies, including Nebyvaev. Ukrainian media showed him involuntarily after driving under the influence of alcohol.

After the publication of the BILD research on Nebyvaev’s son, the Ukrainian parliamentarian Dmytro Natalukha demanded an immediate investigation from the Council of Europe!
